If your brand story is natural ingredients, sourcing transparency, and animal wellbeing, a multi-layer plastic pouch is the last contradiction on the shelf. Customers who pay premium prices for freeze-dried raw or organic treats increasingly expect the package to match the promise — and retailers curating natural pet products are asking packaging questions that didn't come up two years ago.
The brands moving first are treats, toppers, and supplement brands — and that's not an accident. It's exactly where the material science currently works best.

Two variables drive everything in the harder cases. The first is structural: heavy, sharp kibble in a large bag puts real stress on any film, and the right structure for a 20-lb bag is not the right structure for a 6-oz treat pouch. The second is shelf life — bio-based films vary meaningfully in how they hold up over long storage in humid and hot conditions, so a 90-day treat turn and an 18-month kibble target are different engineering problems. Neither is a yes-or-no question about compostable packaging in general, both are questions to put to your supplier with your actual numbers. And if a supplier hasn't tested your exact case, the useful answer is "we haven't tested that" — not a confident yes. We'll take our own medicine on this one in the FAQ below.
If a supplier claims compostable works for everything, ask for the OTR numbers on their 20-lb kibble format. A good partner will tell you where their material stops working before you have to find out in transit.

If a supplier dismisses compostable packaging before discussing the OTR numbers, ignore their hesitation and ask for the Technical Data Sheet (TDS). There may be ulterior motives at play: some suppliers claim to have compostable materials only to deter you later because they don't actually source modern biofilms.
Don't take their word for it — get samples, and make the decision yourself.
III. The barrier science: what fat, oxygen, and moisture do to your packaging choice
Pet food is harder to package than most human food for one reason: fat. High-fat treats and freeze-dried products oxidize — go rancid — when oxygen gets through the film, and moisture turns crunchy products stale. Packaging engineers measure this as OTR (oxygen transmission rate) and WVTR (water vapor transmission rate) (aka MVTR — moisture vapor transmission rate), and these two numbers matter more for protecting your product than any sustainability claim on the material.
Modern compostable pouches hit pet-grade barriers with multi-layer bio-structures. For most dry pet applications the White BioFilm barrier is sufficient; move up to the paper build when fat content, longer shelf life, or a particularly humid end market pushes you there.
When you evaluate a film, ask for the materials spec sheet with OTR and WVTR stated, and check them against your product's fat content and shelf-life target. A supplier who publishes materials specs makes this a five-minute exercise.
IV. PFAS-free isn't optional anymore
PFAS — "forever chemicals" historically used for grease resistance in food-contact papers — are now banned or intentionally added ingredients in food packaging across a dozen-plus states, and pet retailers are extending the same scrutiny to pet products. For a high-fat treat in a paper-based pouch, grease resistance is exactly where PFAS used to hide.
The fix is asking one direct question: "Is this structure PFAS-free, including the grease-resistant layer — and can you state that in writing?" Modern compostable barrier papers achieve grease resistance with PFAS-free coatings, so there's no performance excuse left. Any hedge in the answer is a red flag for compliance and the compostability claim itself — PFAS contamination is also a reason certified composters reject material.
V. Certifications that hold up on a pet shelf
Same standards as human food, applied without shortcuts.
- BPI certification — the North American body that sets a widely accepted baseline for industrial compostability, and more recently, home compostability. Check claims against the public database at bpiworld.org.
- TÜV OK Compost HOME — the premium multinational claim: breaks down in a backyard bin, no municipal facility required. Increasingly the shelf differentiator in natural pet retail, because most customers don't have industrial compost access.
- TÜV OK Compost INDUSTRIAL — the European industrial mark, certified against the EN 13432 standard.
- DIN CERTCO — the other major international certifier, and the one most people never hear about. It issues the DIN-Geprüft industrial mark and the European Bioplastics Seedling mark, certifies home compostability against NF T 51-800, and performs the technical assessment behind BPI's North American home-compostability mark. Recognized across Europe, Asia, the Americas, Australia, and New Zealand.
VI. Format features that matter: zippers, tear notches, hang holes, matte vs. gloss
One certification note specific to pet: claims live at the structure level, not the brand level. A supplier using certified films still owes you documentation for the exact laminate your pouch is made from — outer, barrier, seal layer, zipper, and valve included.

- Tear notches — included on every WildKind pouch, so a clean first-open isn't something you have to spec or pay for.
- Hang holes — round or Euro, at no cost. If your treats go on pegs in independent pet retail.
- Matte or gloss finishes — matte kraft reads "natural" on shelf; gloss makes saturated brand colors pop. Both print beautifully on compostable substrates now; digital print quality on these films has improved dramatically since 2023.
- Stand-up vs. flat pouches — stand-up for shelf presence and larger fills; flat pouches for samples, single serves, and subscription mailers.
- Degassing valves — also available compostable, but relevant only for a few products. Most treat formats don't need them, and skipping the valve simplifies the compostability story.

Category-wide numbers, unvarnished: compostable flexible pouches run 10–30% above conventional plastic at comparable volumes in 2026 — down from 40–60% in 2022. For a premium treat brand, that's typically pennies per unit against a $12–$30 retail price, which is why the category is switching ahead of grocery. This is always worth speaking with a supplier about as these numbers are constantly changing and becoming more cost-competitive.
MOQs are the real unlock, and the old numbers were brutal. Testing a package overseas often meant 250,000 pieces — flexo printing requires physical plates per design, and the machines are built for scale, so nothing smaller penciled out once you added ocean freight. Then you waited months for a ship and absorbed spoilage in transit; brands have reported wastage as high as 30% on that route. That math didn't just make experimentation expensive, it made it impossible: you couldn't refresh a design, test a claim, or launch a seasonal flavor without committing a quarter-million units to a decision you'd make once a year.
Domestic digital printing changed the shape of the problem. No plates means no per-design setup, so the economics stop punishing variety — which matters enormously in a category competing on crowded shelves and in search results, where packaging messaging is something you want to iterate, not enshrine.

Five states — California, Oregon, Colorado, Maine, and Minnesota — now make brands, not customers, pay for the end-of-life of their packaging. Oregon and Colorado are already invoicing. California's first early-fee invoices are expected in August 2026. Maine and Minnesota phase in behind them. If you sell nationally through Chewy, Amazon, or retail, assume you're in scope somewhere and go check the thresholds rather than guessing in either direction.
FEES ARE SET BY MATERIAL
In Colorado's 2026 schedule, certified compostable flexible film bills at 31¢ per pound against 74¢ for the conventional flexible laminate most treat bags use today. Compostable isn't the cheapest category on the sheet — well-performing recyclables like corrugated price lower — but it sits well below where most of this category currently is.
IT'S A PATHWAY, NOT A DISCOUNT
No state pays you to switch. What California does is count compostable toward its 2032 requirement that packaging be recyclable or compostable — so the value shows up in where it puts you in a few years, not in what it saves this quarter. Treat anyone selling you EPR "savings" with suspicion.
THE LABEL ITSELF CAN CARRY RISK
At least one state adds a surcharge to packaging labeled compostable where composting access isn't broadly available. That's the disposal-infrastructure question arriving as a line item: if your customers can't actually compost it, saying they can gets more expensive, not just less honest.
There's a quieter operational benefit too. EPR filings want material specs and weights per component — exactly the documentation you should be collecting anyway. A supplier who hands it over without a scramble saves you real hours every reporting cycle.
The rules differ by state and are moving quickly enough that any summary — including this one — has a shelf life. Confirm your own exposure against current state guidance, or ask a supplier who tracks it.
IX. What to bring to a supplier conversation
You don't need all of this to reach out — and you shouldn't wait until you have it. Roughly half is what you already know about your own brand. The other half is what a supplier is supposed to work out with you.
WHAT YOU PROBABLY ALREADY KNOW
- Your certification target — home compostable, industrial, or "whatever holds up." If your customers don't have industrial composting access, say that out loud; it changes the recommendation.
- Format and features — stand-up or flat, rough size, zipper, hang hole, matte or gloss.
- Volume and timeline — how many per design, roughly how often, and when it needs to be on shelf.
- Where it's made — if domestic manufacturing matters for lead time, EPR paperwork, or a retailer's reporting questions, say so early.
WHAT A SUPPLIER SHOULD FIGURE OUT WITH YOU
- Your product profile — fat content, moisture, shelf-life target, fill weight. Ask for a sample bag to test with your product; that beats a spec sheet.
- Your barrier requirement — the OTR and WVTR numbers your product actually needs. Your product developer or manufacturer should be able to help you with this as well.
Only two of these should come back as paperwork rather than reassurance: the certifications covering the exact structure you'd be buying, and a written PFAS-free confirmation for the full laminate including the grease barrier. The rest is a conversation — and a good one usually starts with "here's what we make and roughly how much. This is the material spec we've used in the past."

1. Is compostable packaging safe for pet food contact?
Yes — certified compostable films used for pet products meet the same food-contact safety standards as human-food films. Ask the supplier for food-contact compliance documentation for the specific structure; reputable ones provide it as a matter of course.
2. Will compostable pouches keep treats fresh as long as plastic?
For dry treats, freeze-dried, and supplements — yes, with a properly specified barrier film. We rate finished pouches at 12 months from delivery stored dry at room temperature, which comfortably covers normal treat inventory turns.
3. Can I get compostable packaging for 20-lb kibble bags?
The straight answer is that we don't know yet, and we'd rather tell you that than guess. On paper our films should hold the weight. But no one has run it with the film we use (that we know of) — and we can't build a bag that large in-house. Proving it one way or another would take a real project: shipping our rollstock to a converter with large-format bag-making equipment and testing it under actual transit and storage conditions. If you're a kibble brand who wants to be the one who finds out, we're genuinely interested in that project. If you need certainty this quarter, the defensible move is a mixed portfolio — compostable on treats and toppers, mono-material recyclable film on the bulk bags — as long as each on-pack claim matches what that package actually is.
4. What certifications should pet treat packaging have?
Industrial compostability (ASTM D6400/D6868, EN 13432) is the floor. Home compostability is the real differentiator, because most of your customers don't have industrial composting access (although access is improving) — look for TÜV AUSTRIA OK Compost HOME, or a DIN CERTCO home certification against NF T 51-800. Whatever supplier you use, verify certificates at the structure level, and ask whether the certification covers components or the finished pouch.
